REGIONAL ACTION PLAN FOR THE IMPROVEMENT OF IRRIGATED AGRICULTURE IN THE SENEGAL RIVER BASIN 23 The agricultural constraints which were identified include (a) crops protection; (b) advisory support and research and development; and (c) diversification and intensification (agricultural inputs and equipment are not readily available, disadvantages of rice monocropping). The economic constraints identified fall into three areas: (a) the economic environment (low incentives for private investment); (b) the financing of irrigated agriculture; and (c) the organization of marketing networks. Environmental constraints are classified into three distinct areas: (a) studies (complexity of events); (b) environmental management of improvement schemes; and (c) biodiversity conservation.
