Identify communication relays: can religious communities play a role in transmitting the message? Use different resources to assist communication (music; writing; a dynamic mock-up of the river to follow-up t he progression of t he project: " bush radio " ; social networks; a travelling exhibit ion) to link diffe rent territo ries and identities. Create a mobile dispensary intende d to treat the popu lations t hat could be reached via t he river, in isolated villages and areas where infectious diseases are commonplace . f) Strengthen the Africanicity of the project Several proposais were made to develop the project's societal and cult ural dimensions, to go beyond the navigable channel and make it a global te rritorial development project : Mobilise local competences to carry out the technical works, by involving consultant engineers t rained in Africa, whether for data collection and control or fo r determ ining cross-sections, represented by way of drawings and shared with the local populations; Ensure diversity in the project organisation committee and set up a support committee to give a sense of importance to ail the stakeholders in this project for the fut ure (women entrepreneurs; farmers; environmentalists, etc.). Whatever form it takes, a permanent body will be needed to bring t he stakeholders together. Tamsir Ndiaye (SOGEM) also suggested representatives of civil society should be appoi nted to the decision-making committees. 22 The territorial, financial and socioeconomic magnitude of the project requires stable governance . To ensure th is, the followi ng recommendations we re proposed: o Use the Basin Committee and its diffe rent colleges (admini strations; researchers; elected representatives; civil society) as t he support for decision-making in the OMVS. The composit ion of the Basin Committee could be revised in order to include the river transportation dimension, by associating civil society representatives, administrations, port authorities, industr ials, f ishermen, etc. f) Set up an international cooperation network to make t he Senegal a river that extends beyond its banks and create cooperat ion between rivers. 8 Establish a framework plan for the entire region t hat persists despite polit ical changes that would be implemented bya Commission w ith permanent posts.
