It is strengthened by Component 3 : Strengthening the OMVS Observatory of the Environment and piezometrie monitoring in the framework of the upgrading of the monitoring and management systems in the Senegal river catchment basin. Moreover, the co-financing programme also focuses on ground waters that are not mainstreamed in the GEF Project. - Component 4 : micro-financing Some activities Iisted under the Co-financing program, namely: components 1, 2 and 4 can be considered as eligible for micro-financing and thus supplement this GEF component. • Component 3 : Transboundary Diagnostic Analysis and Strategie Action Plan This cross-cutting , participatory and iterative component is aimed at achieving a thorough analysis of transboundary issues related to the management of the basin's water resources and environment and to the elaboration of a StrategieAction Plan. In addition to the Co-financing's components 1 and 4 that are designed fill in the gaps in mainstreaming the issues relating to invasive aquatic plants and water-related diseases (that constitute major issues at the level of the OMVS), this component is supplemented by ail the components listed under the co-financing. • Component 5 : Information and Public Participation As a follow up to its initial objectives as listed under the GEF Project, this component provides funding for the mobilisation of populations, civil society and the scientific community to secure the concerted efforts thereof towards ensuring their full participation in the co– financing program activities. In this respect, they represent an important contribution in achieving the objectives of the Project in general and those specifically assigned to the Netherlands Co-financing program in particular.
