> Senegal River Basin Water Resources and Environment Management Project (GEF/SRB) : : : : : : : : : : : : : : : : : : : : : : : : : : > Farm ing on the river banks intensifies banks' degradation - The OMVS National Units and Guinea National Coordination As coordinators of the Project's execution within the fou r countries, each of these structures has been strengthened with the appointment of 2 experts in the field of micro– financing and information 1 communication. ln addition to the Units, each State has set up a National Coordinating Committee to supervise the Project execution. - Local Coordinating Committees (LCC) They have been set up in the basin to coordinate the Project's activities and help local communities in terms of organization and participation. ComplementaritV with GEf Project Based on the objectives listed under both the GEF Project and the co-financing by the Netherlands, there is a number of important and varied interrelations and complementarities belween the Iwo projects. These are highlighted in the present analysis with the GEF Project components as starting points. • Component 1 : Regional and National capacity building This component is strengthened by the implementation of the activities listed under Component 5 : Support to OMVS and the national services. The purpose here is to upgrade the operating systems of local, national and regional structures engaged in the management of the river resources by providing themwith adequate equipments. These main outcomes can be jointly achieved through the execution of ail the GEF/SRB Project activities and of other activities carried out in the framework of the Kingdom of the Netherlands' technical and financial assistance. The implementation of the activities set out in the framework of the technical assistance of the Kingdom of the Netherlands' co-financing is supported by the institutional provisions set up by the OMVS High Commission in the framework of the GEF/OMVS/SRB Project. The present institutional organizational chart has been strengthened by : - Sustainable increase of irrigated agriculture and fishing ; - more efficient management of the basin's water resources ; - better maintenance of and hence more efficient hydraulic nelwork ; - Enhanced health status and living conditions in he basin. Through the implementation of the components Iisted under the co-financing , the long and short term expected outcomes are, inter alia : The Institutional anchors and aspects for the 8utch co-financing As a reminder, the GEF Project initial institutional organization was organised around on three levels : Expected results An Inter-Ministerial Council and a steering Committee have been set up to define the Project's orientations. - A GFE senior Advisor ; - A Technical Assistance office ; - Collaboration with Rivierenland , the Netherlands' Water Administration Service • The Regional Project Management Unit (RPMU) Managed by a Regional Coordinator, the RPMU is placed under the authority of the OMVS High Commission. It is composed of a panel of technical experts specialised in the following fields: water management, environmental planning and management, microfinance, public participation and awareness raising, procurement, administration and finance. «: l, o ' e ( .
