Constructio n works under the first bid package include: - the GOUERE headwork (10 m3/s) - the DIOUP headwork (5 m3/s) - the LEMER headwork (15 m3/s) - the Aftout es Sahel headwork which had been con structed at the same time as the Diama Dam (40 m3/s) - the BELL headwork (5 m3/s). Financing The first bid package has been financed by : EDF (Ecu 10 Million), the ADB Group (BUA 3.9 million) and Caisse Central de Cooperation Economique (FF 18 million). Corresponding to - UM 1,381 187772 or: equivalent CFA F 5,198 099 900 Parity under contract : FF 1 : UM 13 2853 [FINANCINGTHE .PROGRAMME I In order to finance its programme, the OMVS requested and enlisted the assistance of a number of friendly countries and of development assistance financial institutions. There are two major items under the financing plan, namely: the studies on and the execution of the jointly owned structures commonly referred to as the investrnent budget Studies The preliminary feasibility studies have been carried out between 1964 and 1974 for a total amount of about US $ 12 million mainly financed by the United Nations Developpement Programme (UNDP) and a few bilateral grants. The engineering studies for the Diama and Manantali dams as welle as for the port infrastructures, the navigable channel and the power plant, cost estimated at $ 20 million, have been financed with grants extended by the Federal Republic of Gennany, France, Canada and Belgium. The as sociated general studies (socio-economic, environmental and miscellaneous technieal studies, agronomie research and institutional support) have been financed with biliteral assistance grants (USAID, France, ltaly) and with UN grants. Furthennore, concurrent with these studies, the organization also received, on a grant basis, a technical expertise intended to backstop the action of the OMVS departments whose average annual opera ting budget -excluding the budgetfor the provisional structures ($ 1 million) - stands at about $ 2 million totally borne by the Member States.
